Can someone explain to me how Milan are spending so much without caring about FFP rules?

You answered your own question

They aren't in any European competition this season so it doesn't matter yet. It'll be next summer if they qualify for CL or EL they will have to talk to UEFA.

They are in the EL quals but with new owners there is always a sum of investment allowed which isn't affected by FFP.

Don't know how I forgot they were in EL this season...not that I follow them particularly closely!

Milan are only fine with FFP because their club is such a mess UEFA decided to discuss doing a 'deal' with them at a later date. Milan tried to negotiate a deal before they went on their little spree.
